Pre-bakes kubectl v1.32.0, helm v3.16.3, cosign v2.4.1, syft v1.50.0 on
top of ghcr.io/catthehacker/ubuntu:act-24.04, removing ~3 min of runtime
install per Forgejo Actions job and eliminating the get.helm.sh CDN
egress flakiness that broke test-ci Phase C deploys.

Workflow triggers on push to images/ci-job/** or workflow_dispatch, pushes
3 tags (semver + latest + sha-) to forgejo.cinnae.com/cinnae/infrastructure/ci-job.

Rollout (after merge): make the package Public in Forgejo UI, then update
helm/runners/20-configmap.yaml line 36 to point at this image, apply +
rollout restart. See docs/ci-job-image.md for full procedure.
